Overview of Health and Safety in the Construction Sector

The construction sector is regulated by the Construction, Design and Management Regulations 2015 which serves as the principal legislation governing the activities of construction sites. The Building Safety Act 2022 introduces additional requirements for buildings exceeding 18 meters in height. These regulations and the Health and Safety at Work Act 1974 establish clear statutory obligations that must be complied with by all businesses and employers.

The construction sector continues to be a significant risk industry. The Health and Safety Executive (HSE) data for 23/24 reveals 51 fatal injuries to workers, which represents the highest number across all industrial sectors. Falls from height remain the leading cause of death. The data also shows that being struck by moving vehicles (25 deaths) and moving objects (20 deaths) were other significant causes of fatal accidents, followed by entrapment incidents involving collapsing or overturning structures (15 deaths).
